He was born in the city of Sibiu, Sibiu County. He graduated from the "Dimitrie Cantemir" National Military College in Breaza, where he completed his studies between 1996 and 2000, and subsequently attended the "Mircea cel Bătrân" Naval Academy, Faculty of Military Navy, specialising in Navigation and Marine Hydrographic Equipment.

Career

Upon graduation, he was assigned to the Naval Missile Section within the 50th Missile Division, Mangalia. In recognition of the competence and leadership qualities he demonstrated, in 2006 he was appointed commanding officer of a maritime command vessel aboard NMC Egreta, part of the Special Ships Division.

From 1 January 2011 to 10 December 2016, he held the position of Head of the Security Structure within the Naval Forces Support Battalion. During this period, he completed a series of courses in the field of military intelligence, including the Military Security Staff Course at CPDIA and courses at the National Defence College, notably Introduction to Romania's National Security.

Activity within the Maritime Hydrographic Directorate

Since 10 December 2016, Commander Ovidiu-Ciprian Antim has been serving within the Maritime Hydrographic Directorate "Comandor Alexandru Cătuneanu," successively holding the positions of Office Head, Section Head, and Head of an N-type Structure within the General Staff. During this period, he took part in various international activities — working groups, exercises, and training programmes for the implementation of NATO standards — contributing to their adoption within the Romanian Armed Forces.

On 1 October 2025, he was appointed Chief of Staff of the Maritime Hydrographic Directorate.

Teaching activity

Since 2022, he has served as an associate instructor at the Naval Petty Officers' School, specialising in underwater weapons.
