Commander Valentin Demente was born on the 29th January 1985 in Tulcea, Tulcea County, Romania. He is an officer of the Romanian Naval Forces, whose professional career has been built on the principles of professionalism, discipline, and continuous specialization in the fields of hydrography and marine geospatial information.

He graduated from the "Mircea cel Bătrân" Naval Academy in Constanța in 2009, earning the qualification of Naval Engineer Officer in the fields of navigation, hydrography, and naval equipment. Throughout his academic training, he developed solid competencies in navigation, hydrography, weapons systems, naval communications (GMDSS), as well as technical knowledge in mathematics and computer programming.

His military career began in 2009 within the Tulcea Section of the 88th River Patrol Boat Squadron, where he served as Executive Officer (2009–2010) aboard River Patrol Boat 163. He subsequently held the position of Head of Navigation (2010–2012) aboard Mine Layer 274. Between 2012 and 2016, he served as Head of the Operations Department within the 146th Mine Warfare Ships Squadron HQ in Constanța, gaining extensive operational experience in the field of naval defense, particularly in mine countermeasure operations.

Between 2016 and 2020, drawing on the experience gained within the 146th Mine Warfare Ships Squadron, he served as Head of the Mine Warfare Data Center (MWDC) within the Maritime Hydrographic Directorate, where he coordinated activities related to the analysis and management of marine geospatial information supporting mine countermeasure operations. From 2020 to 2026, he served as Head of the Marine Environmental Geospatial Information Analysis and Production Department, a structure responsible for coordinating and integrating several specialized domains of marine geospatial information, including mine warfare, marine meteorology and oceanography, cooperation with civilian maritime transportation authorities, and Geographic Information Systems (GIS), in support of both national and NATO naval operations.

Throughout his career, Commander Valentin Demente has demonstrated advanced expertise in the use of Geographic Information Systems (GIS), particularly ArcMap and QGIS, as well as in geospatial analysis, information technology applications, and graphic processing tools. He also possesses strong technical skills in the field of information technology, including operating system installation and configuration, as well as computer maintenance and support.

From a managerial and personal perspective, he stands out through his leadership abilities and decision-making skills, having coordinated organizational structures with complex responsibilities and multidisciplinary teams. Team spirit, effective communication, and adaptability have become defining characteristics of his professional activity, developed through continuous cooperation with numerous and diverse teams within the Maritime Hydrographic Directorate, the Romanian Naval Forces, and NATO structures.

In terms of language proficiency, he possesses an advanced command of English (STANAG 6001 — Level 3333), as well as basic knowledge of French and Russian.

Recognizing his extensive professional experience and his significant contribution to the fields of marine geospatial information, Commander Valentin Demente was appointed Deputy Chief of the Maritime Hydrographic Directorate, where he continues to contribute to the development and strengthening of the institution's capabilities within the Romanian Naval Forces.
