Maritime signalling service through lighthouses

In accordance with Law No. 395/2004 on maritime hydrographic activity and Order of the Minister of National Defence No. M129/2016 establishing the public data resulting from maritime hydrographic activity made available to users, the hydrographic, cartographic and publishing activities that may be carried out for a fee, and the related fees, as subsequently amended and supplemented, the Maritime Hydrographic Directorate collects the fee for the maritime signalling service through lighthouses from foreign and Romanian vessels entering Romanian ports.

This fee is:

  • for seagoing vessels = EUR 0.03/GT
  • for fishing vessels = EUR 0.02/GT

In special cases, the fee applies to the reduced gross tonnage, as stated in the vessel's International Tonnage Certificate, in accordance with Regulation (EU) No. 530/2012 of the European Parliament and of the Council of the European Union. For proper administration and accuracy, a copy of the International Tonnage Certificate must be submitted to the Maritime Hydrographic Directorate Constanța within 5 (five) days.

Payment must be made exclusively by bank transfer to one of the accounts indicated on the tax invoice issued by the Maritime Hydrographic Directorate for payment purposes, in lei, at the exchange rate applied by the National Bank of Romania on the invoicing date, in accordance with Article 2(1) of Order No. 129/2016. Bank transfer fees incurred until the Maritime Hydrographic Directorate's account is credited, as well as the risk of the bank transfer, are borne exclusively by the agent. Payment may also be made in euros, into the special foreign currency (euro) account specified on the tax invoice issued, in accordance with Article 1(1) of Order No. 235/2018.

The beneficiary/agent is required to pay the invoice in full within a maximum of 45 (forty-five) days from the date it is communicated by the Maritime Hydrographic Directorate Constanța, by fax or e-mail. After this period, the beneficiary/agent will be liable for penalties. Statutory penalty interest is calculated in accordance with the provisions of Law No. 72/2013, at a rate of0.05% for each day of delay, calculated on the outstanding amount of the obligation until it is fulfilled in full.
