Information on the issuance of authorisations for carrying out hydrographic and oceanographic survey activities
Issuance of authorisations
Under the provisions of Law No. 395/2004 on maritime hydrographic activity, the Maritime Hydrographic Directorate issues authorisations for carrying out maritime hydrographic activities within Romania's national area of competence in the Black Sea. Authorisations are issued free of charge, upon request from interested parties,at least 30 days before the activities are due to begin.

- The period and areas within Romania's territorial waters and exclusive economic zone in which the surveys will be carried out (coordinates in WGS84 – EPSG 4326 format).
- The identification details of the company/firm, the research team, and the crew of the vessel carrying out the survey.
- The plan and day-by-day schedule of the expedition.
- The characteristics of the vessel(s) used to carry out the survey.
- The specific survey equipment used.
- Details of any Romanian partners in the research project (scientific research institutes and individuals), as well as of the beneficiaries of the data obtained.
- Information that helps validate the data obtained from the survey: the type of survey technique used, the standards followed during the survey, the researchers' certifications (e.g. Category A hydrographer), etc.
Obligations of authorisation holders
Holders of authorisations issued by the Maritime Hydrographic Directorate are required to submit, within no more than 30 days of the completion of the works, a copy of each report, study or project produced, as well as the entire body of data collected during the course of the respective activities.
Submitting the data obtained from survey campaigns is a necessary condition for the issuance of authorisations for subsequent maritime hydrographic activities.
In accordance with Article 41 of Law No. 17/1990, republished, as subsequently amended and supplemented, the Maritime Hydrographic Directorate may request to take part with a specialist in hydrographic/oceanographic survey activities for the duration in which they are carried out within Romania's area of competence in the Black Sea.
Discovery of explosive objects
If, during the course of hydrographic/oceanographic survey activities, you discover possible objects that may contain explosive material (unexploded ordnance, sea mines, shells, etc.), please inform our institution as soon as possible.
Please provide the most accurate position of the discovered object (geographic coordinates WGS84 – EPSG 4326), as well as details regarding its shape, dimensions, material type, buoyancy, etc.
